Draft of Patient Charter

The draft is prepared by the National Human Rights Commission (NHRC)


  • Hospitals cannot detain a patient in the hospital and not allow him or her to take discharge over procedural grounds such as dispute in payment of hospital charges. 
  • The patient and caregivers have the right to a fair and prompt redressal of their grievances
  • Every patient or their family members have the right to access originals or copies of case papers, indoor patient records, investigation reports during period of admission

First Tribal Circuit Project

  • Implemented under the Swadesh Darshan Scheme of Ministry of Tourism
  • The first project covers thirteen sites in Chhattisgarh i.e. Jashpur, Kunkuri, Mainpat, Kamleshpur, Maheshpur, Kurdar, Sarodadadar, Gangrel, Kondagaon, Nathiya Nawagaon, Jagdalpur, Chitrakoot, Tirthgarh.

Swadesh Darshan scheme

  • Swadesh Darshan scheme is one of the flagship schemes of the Ministry of tourism
  • For development of thematic circuits in the country in a planned and prioritised manner.
  • Development of Tribes and Tribal Culture is one of the prime area of focus for the Ministry of Tourism
  • Under the tribal circuit theme of the scheme the Ministry has sanctioned 4 projects to Nagaland, Telangana and Chhattisgarh

Test Practice Centres (TPCs)

The Union Minister for HRD has inaugurated a network of more than 3,400 Test Practice Centres (TPCs) spread across the 622 Districts in the country.


  • In order to provide facility for practice for the changed pattern in entrance examinations
  • Established by National Testing Agency (NTA)
  • NTA has also launched a practice App through which students can practice on their own on their computers or on smartphones.
  • These test centres have been set up to facilitate students appearing in entrance examinations for Higher Education 
  • Students can access IIT PAL(Professor Assisted Learning) video lecture on SWAYAM Platform for the preparation of JEE.

National Testing Agency

  • In order to bring efficiency, transparency and qualitative difference in competitive examination process for Higher Education, MHRD has set up ‘National Testing Agency’ (NTA)
  • It is a premier testing organization, to conduct entrance Tests for higher educational Institutions.
  • The NTA has been mandated to conduct JEE (Main), NEET (UG),UGC-NET, CMAT and GPAT examinations.

India and France Space Collaboration

Maritime surveillance

  • India and France have planned eight-10 satellites as part of a “constellation” for maritime surveillance
  • This will be India’s largest space cooperation with any country
  • The purpose of the constellation is monitoring sea traffic management

Other Projects

  • The two countries signed an agreement to share expertise on ISRO’s human mission programme Gaganyaan.
  • The space agencies of the two countries have also been working on climate monitoring on the joint missions Megha-Tropiques (launched in 2011) and Saral-Altika (launched in 2013).
  • They are also working on the Trishna satellite for land Infrared monitoring and the Oceansat 3-Argos mission.

The Polar Satellite Launch Vehicle (PSLV-C42)

The Polar Satellite Launch Vehicle (PSLV-C42) of Indian Space Research Organisation (ISRO) successfully launched two satellites — NovaSAR and S1-4– from the Satish Dhawan Space Centre (SDSC) SHAR, Sriharikota today.

About the satellites

  • The satellites belong to UK-based Surrey Satellite Technology Limited (SSTL)
  • NovaSAR carries S-band Synthetic Aperture Radar (SAR) and an Automatic Identification Receiver payloads.
  • The satellite applications include forestry mapping, land use and ice cover monitoring, flood and disaster monitoring and maritime missions.
  • S1-4 is a high resolution earth observation satellite.


  • This was the 44th flight of PSLV and the 12th flight of the Core Alone version of the vehicle.
  • Core Alone is its lightest version without the six strap-on motors.
  • It is used for launching smaller payloads.
  • The PSLV launch vehicle consists of four stages, each of which is a self-contained vehicle capable of functioning independently with own propulsion systems.
