Shell Companies

The government is looking to put in place a proper definition for ‘shell companies’ to avoid financial irregularities.


  • The Organisation for Economic Cooperation and Development, which has defined a shell company as being formally registered, incorporated or otherwise legally organised in an economy but which does not conduct any operations in that economy other than in a pass-through capacity.
  • Securities and Exchange Board of India (SEBI) has suggested entities having no significant operational assets or business activity but acting in a pass-through capacity as conduits can be called as Shell companies
  • The shell companies’ is a term generally used for companies that are set up for financial manoeuvrings only or are kept dormant for some future use which leads to  financial irregularities and avoids prosecution in the court of law
  • These companies generally exist only on paper and may be used for nefarious activities

Revise WPI base year to 2017-18

The Commerce and Industry Ministry has begun the exercise to revise Wholesale Price Index  base year to 2017-18 for computing wholesale inflation to present a more realistic picture of the price situation


  • In May 2017, the Centre revised the base year for WPI computation to 2011-12 to give a better indication of changes in prices of commodities.
  • The new index may have products from the manufactured category

About WPI:

  • The wholesale price index is an index that measures and tracks the changes in the price of goods in the stages before the retail level.
  • WPI shows the average price change of goods included in the index and is often expressed as a ratio or percentage, and the change is one indicator of a country’s level of inflation

Collective farming

The process of identification of about 2,500 villages across the Tamil Nadu State for the next phase of collective farming.


  • Under collective farming, the agriculturists are organised into farmer interest groups and farmer producer groups (FPGs).
  • Steps are on to bring together 7 FPGs-10 FPGs in each district and turn them into a farmer producers’ company under the 2013 Companies’ Act.

Link Godavari and Cauvery

  • The Centre has proposed the linking of Godavari and Cauvery rivers to facilitate the optimum utilisation of surplus water going waste into the sea
  • Under the proposed project, the surplus water would pass through Telangana and Andhra Pradesh before reaching the Mayanur barrage across the Cauvery in Karur district of Tamil Nadu

About interlinking of rivers project:

  • To interlink more than 60 rivers across India, including the Ganges, aiming to reduce floods in some parts and water shortages in other parts of the country.
  • The idea behind this mammoth project is to deal with the problem of drought and floods affecting different parts of the country at the same time.
  • It also targets to decrease farmers’ dependency on uncertain monsoon rains and bringing millions of hectares of cultivable land under irrigation.
  • The project is being managed by India’s National Water Development Agency (NWDA), under the Union Ministry of Water Resources.

Ban on petcoke as a fuel

India’s government plans to propose banning burning petroleum coke as a fuel nationwide to comply with a Supreme Court request as part of a long-running case to clean the country’s air.


  • The government proposal follows a ban ordered by the Supreme Court
  • An oil refinery by-product, petroleum coke, or petcoke, is used as a fuel because of its higher energy content than coal, but it releases larger amounts of carbon dioxide and sulphur dioxide, which can cause lung disease and acid rain.
  • The government would  still allowing petcoke to be used in the limestone and cement industries

Green propellant by ISRO

Scientists at the Indian Space Research Organisation (ISRO) have reported progress in the development of an environment-friendly propellant to power satellites and spacecraft.


  • The effort is to replace the conventional hydrazine rocket fuel, a highly toxic and carcinogenic chemical, with a greener propellant for future missions.
  • The hydrazine has environment and health hazards and the challenges faced in its manufacturing, storage, ground handling and transportation.
  • ISRO is working on hydroxylammonium nitrate  based monopropellant (HAN) to replace hydrazine
  • HAN is known to not be combustible, thus is a safer alternative

Topic 4: The Key Initiatives of Government

Pradhan Mantri Fasal Bima Yojana

  • It is to provide comprehensive insurance coverage against crop loss.
  • It is compulsory for farmers availing crop loans for notified crops in notified areas and voluntary for non-loanee farmers.
  • There is no capping in premium and one premium rate on pan-India basis. It is 1.5%, 2% and 5% for all Rabi, Kharif and annual horticultural/commercial crops, respectively.
  • There is no upper limit on the government subsidy i.e the difference between premium and insurance charges paid by the farmer
  • Use of Remote Sensing Technology, Smart phones & Drones for quick estimation of crop losses to ensure early settlement of claims.

Digi Yatra

  • The initiative aims to bring together entire aviation industry to develop a digital ecosystem that will deliver Indian air travellers a seamless, consistent and paperless service experience at every touch point of their journey.
  • All aviation stakeholders – airlines, airport operators, security and immigration agencies, cab operators, retail establishment and others are working to devise digital standards which can enable seamless exchange of data and information.
  • The platform will be built on 4 key pillars such as connected passengers, connected airports, connected flying and connected systems


  • It is a part of the 27 Mission Mode Projects (MMPs) under National e-Governance Programme.
  • The platform is to improve the business environment in the country by enabling fast and efficient access to Government- to-Business (G2B) services through an online portal.
  • It enables a shift in the Governments‘ service delivery approach from being department-centric to customer centric with single window portal.
  • A business user can avail all services 24*7 online end-to-end services

Setu Bharatam

  • The program for building bridges for safe and seamless travel on National  Highways.
  • The aim is to make National Highways free of railway level crossings by 2019 by building 208 Railway Over Bridges/ Under Passes across 19 states
