Topic 1:Economic development

The National Anti-profiteering Authority (NAA)

The National Anti-profiteering Authority (NAA) is the institutional mechanism under GST law to check the unfair profit-making activities by the trading community.


The formation of NAA comes in the background of rate-reduction of large number of items by GST Council in its 22nd meeting at Guwahati. At the meeting, the Council reduced rates of more than 200 items including goods and services. This has made tremendous price reduction effect and the consumers will be benefited only if the traders are making quick reduction of prices of respective items.

What are the functions of NAA?

  • To ensure that traders are not realizing unfair profit by charging high price from consumers in the name of GST.
  • The responsibility of NAA is to examine and check such profiteering activities and recommend punitive actions including cancellation of Registration.
  • To bring transparency in GST
  • To bring proactive in persuading the industry and traders in passing on benefits to the consumers.

Constitution of NAA:

The chairman, NAA along with 4 Technical members and with help of the Standing Committee, Screening Committee in every state and the Directorate General of Safeguards in the Central Board of Excise & Customs (CBEC), will work together on the anti-profiteering front.

India Cooling Action Plan

Ministry of Environment, Forest and Climate Change has released the India Cooling Action Plan. India is one of the first countries in the world to develop a comprehensive Cooling Action plan which has a long term vision to address the cooling requirement across sectors and lists out actions which can help reduce the cooling demand.

ICAP Goals:

  • The overarching goal of ICAP is to provide sustainable cooling and thermal comfort for all while securing environmental and socio-economic benefits for the society.
  • The India Cooling Action seeks to:
  1. Reduce cooling demand across sectors by 20% to 25% by 2037-38
  2. Reduce refrigerant demand by 25% to 30% by 2037-38
  3. Reduce cooling energy requirements by 25% to 40% by 2037-38
  4. Recognize “cooling and related areas” as a thrust area of research under national S&T Programme
  5. Training and certification of 100,000 servicing sector technicians by 2022-23, synergizing with Skill India Mission.
  • The Thematic Areas identified are as follows:
  1. Space Cooling in Buildings
  2. Cold-chain and Refrigeration
  3. Transport Air-conditioning
  4. Air-Conditioning and Refrigeration Servicing Sector
  5. Refrigerant Demand and Indigenous Production
  6. R&D and Production sector – Alternative Refrigerants


  • Thermal comfort for all – provision for cooling for Economically weaker sections( EWS) and Lower Income Group (LIG) housing
  • Sustainable cooling – low GHG emissions related to cooling
  • Doubling Farmers Income – better cold chain infrastructure – better value of produce to farmers, less wastage of produce
  • Skilled workforce for better livelihoods and environmental protection
  • Make in India – domestic manufacturing of air-conditioning and related cooling equipment’s
  • Robust R&D on alternative cooling technologies – to provide push to innovation in cooling sector.

National Mission on Transformative Mobility and Battery Storage

Niti Aayog CEO Amitabh Kant will head the National Mission on Transformative Mobility and Battery Storage, which is being set up to promote clean and sustainable mobility initiatives in the country.

The terms of reference of mission:

  • Ensuring implementation and compliance of the decisions and recommendations of the steering committee.
  • The panel will also propose and recommend policy guidelines and government interventions and possible strategies for holistic, sustainable and transformative mobility and energy storage in India.

Constitution of panel:

  • Chairman
  • Secretary of Ministry of Road Transport and Highways,
  • Secretary of  Ministry of Power
  • Secretary of  Department of Heavy Industry
  • Secretary of Department of Science and Technology
  • Secretary of Department for Promotion of Industry and Internal Trade
  • Director General of Bureau of Industrial Standard.

About National Mission on Transformative Mobility and Battery Storage:

  • The Centre formed the National Mission on Transformative Mobility and Battery Storage with a charge to finalise the framework for a Phased Manufacturing Program (PMP).
  • The mission aimed at localising the production of electric vehicles (EV) and its components within the country.
  • The creation of a PMP will be valid for five years until 2024 to localise production across the entire electric vehicles value chain, such as formulating strategies on manufacturing EVs, its specification and standards, fiscal incentives, overall demand creation and projections, regulatory framework, and research and development.
