Topic 1:Social development

One Hundred And Twenty-Fourth Amendment) Bill, 2019

The Constitution (One Hundred and Twenty-Fourth Amendment) Bill, 2019 passed by the parliament.


  • 10% seats reserved for poor in higher education institutions, including private aided or unaided institutions
  • 10% state jobs reserved for poor. Reservation only in initial appointment
  • 10% reservation for ‘economically weaker sections’ will be in addition to the existing reservation.
  • ‘Economically weaker sections’ to be defined by the State from time to time on the basis of family income and other indicators of economic disadvantage.

Eligibility criteria:

  • Those with annual family income below Rs 8 lakhs
  • Owning less than five acres of land
  • People having a residential plot of more than 1,000 square feet
  • Those owning a residential plot of over 100 square yards in a notified municipality
  • People owning a residential plot more than 200 yards in non-notified areas will also not be eligible
  • Those who are already benefiting from education and job reservations under the social backwardness criteria

Ministry of Telecommunications yearly review

Key reforms:

  • Spectrum sharing and trading allowed – to boost competition

The National Digital Communications Policy (NDCP) 2018

Objectives – NDCP 2018

  • Providing Broadband to all by 2022

  • Increase in overall teledensity in the country – from 75% in June 2014 to 93% in March 2018, adding 305 million new subscribers
  • Mobile Internet subscriptions more than doubled – from 233 Million in March 2014 to 491 Million in June 2018
  • Over 107% increase in internet coverage – from 251 million users in June 2014 to 512 million in June 2018
  • Number of mobile Base Transceiver Stations (BTS)more than doubled – from 7.9 lakh in May 2014 to more than 20 lakh in May 2018
  • Country-wide OFC coverage doubled – from 7 lakh km in May 2014 to 14 lakh km in May 2018
  • Average mobile data usage per subscriber grew 51 times – from 62 MB per month to 3.2 GB per month
  • Cheapest data tariff globally – from Rs. 300 per GB in 2014 to Rs. 12 per GB in June 2018, tariff reduction of 96%

E-Mobility Programme

Department of Economic Affairs (DEA), Ministry of Finance adopts E-Mobility Programme.


  • Save over 36,000 Litres of fuel every year besides leading to reduction of over 440 tonnes of CO2 annually.
  • Transition towards a reduced carbon footprint and a more environmentally sustainable future.
  • It marks its participation in India’s e-mobility goal of 30 percent fleet electrification by 2030.
  • The Government will also save in maintenance and operating cost which is almost one fourth in comparison to an internal combustion engine.
  • Reduce dependence on oil imports and promote power capacity addition in India thereby enhancing energy security of the country.
  • It will further reduce GHG emissions from the transport sector and also positively impact the pollution level in the cities.

All States and UTs except the States of Manipur, Nagaland, Sikkim and UT of Lakshadweep, have implemented the E-prisons network.


  • The Scope of this project is to computerize and integrate all the activities related to prison and prisoner management in the jail.
  • This application suite will provide the vital information about the inmates, lodged in the prisons, in real time environment to the prison officials and other entities, involved in Criminal Justice System.
  • It will also facilitate online visit request and grievance redressal.
  • ePrisons application suite, developed by NIC, is cloud based product designed with easy to use GUI and embedded with a comprehensive security features.
  • It can be easily adopted by any state prisons department with minimum customization efforts since all the possible customization features are parameterized and can be configured by the users.
