National Policy on Domestic Workers

The Ministry of Labour & Employment is considering to formulate a National Policy on Domestic Workers which is in the draft stage.

The salient features:

  • Inclusion of Domestic Workers in the existing legislations
  • Domestic workers will have the right to register as unorganized workers. Such registration will facilitate their access to rights & benefits.
  • Right to form their own associations/unions
  • Right to minimum wages, access to social security
  • Right to enhance their skills
  • Protection of Domestic Workers from abuse and exploitation
  • Domestic Workers to have access to courts, tribunals for grievance redressal
  • Establishment of a mechanism for regulation of private placement agencies.
  • Establishment of a grievance redressal system for domestic workers.

Skills Acquisition and Knowledge Awareness for Livelihood (SANKALP)

It is a Centrally Sponsored Scheme. The project aims to reform the skill development landscape, strengthen institutions at Central and State levels, enable greater decentralization of skill development governance, and improve industry connect of skill development programs.

The main objectives:

  • Creating convergence among all skill training activities, both State-led and Government of India funded, at the state level;
  • Improving quality of skill development programs
  • Establishing robust monitoring and evaluation system for skill training programs
  • Providing access to skill training opportunities to the disadvantaged sections
  • Creating industry led and demand driven skill training capacity.

Skills Strengthening for Industrial Value Enhancement (STRIVE)

STRIVE project is a World Bank assisted-Government of India project.

Key Facts:

  • The objective of improving the relevance and efficiency of skills training provided through Industrial Training Institutes (ITIs) and apprenticeships.
  • The financial agreement was signed between Government of India and International Bank for Reconstruction and Development (IBRD)

Focus area:

  • Improved performance of ITI.
  • Increased Capacities of State Governments to support ITIs and Apprenticeship Training
  • Improved Teaching and Learning.
  • Improved and Broadened Apprenticeship Training.

MSME initiatives

To promote the Ease of Doing Business, the Ministry of Micro, Small and Medium Enterprises (MSME) has introduced various initiatives.

Steps:

  • MSME SAMADHAAN Portal- for empowering micro and small entrepreneurs across the country to directly register their cases relating to delayed payments.
  • MSME SAMBANDH Portal- to help in monitoring the implementation of public procurement policy for micro and small enterprises.
  • MSME SAMPARK Portal – A digital platform wherein jobseekers (passed out trainees/students of MSME Technology Centres) and recruiters get connected.
  • Digital Payments- to pass on the benefits of the schemes of Ministry of MSME through digital payment gateway.

Topic 2 : Energy

Open Acreage Licensing Programme

The policy will allow bidders to carve out areas where they want to drill. It will help energy hungry India and world’s third-largest oil consumer to attract greater foreign investment to boost output.

Highlights of the programme:

  • The objective of OLAP is to increase India’s indigenous oil and gas production by maximising the potential of already discovered hydrocarbon resources in the country.
  • It offers single license to explore conventional and unconventional oil and gas resources to propel investment in and provide operational flexibility to the investors.
  • It provides operational flexibility to the investors. It is departure from the current licensing policy of government identifying the oil and gas blocks and then putting them on auction.
  • The OLAP auction will be held under the overhauled exploration licensing policy, allowing pricing and marketing freedom to operators and shifts to a revenue sharing model.
