New transaction structure for future greenfield airports

New transaction structure for future greenfield airports is being proposed under NABH Nirmaan 2018

Guiding principles:

  • Its guiding principles are: affordability, sustainability and predictability.

Key Facts:

  • The ‘Maximum Blended Aeronautical Yield’ (MBAY) in terms of INR per passenger shall be pre-determined by the Concessioning Authority at the beginning of the Concession Period
  • Concession contracts are used by public authorities to deliver services or construct infrastructure.
  • Concessions involve a contractual arrangement between a public authority and an economic operator (the concession holder).
  • The bid parameter is proposed to be the ‘Concession Fee per passenger’ payable to the Concessioning Authority in terms of INR per passenger.
  • The bids will differ for each airport in line with its projected traffic, financial returns and risk profile.
  • The Concessioning Authority may permit bidders to quote a ‘Negative Concession Fee’.

About Greenfield airports:

A greenfield airport is an aviation facility in previously undeveloped or empty greenfield land and commissioning, planning and construction processes that are generally carried out from scratch.

Agri crop tag for rubber

The task force on the rubber sector set up by the Central government has proposed a national rubber policy with a package of measures to promote the production and consumption of natural rubber and safeguard the interests of domestic growers.

Recommendations:

  • To consider rubber as an agricultural crop rather than a commercial produce.
  • Declaration of Minimum Support Price
  • The  financial support under the Centre’s income doubling scheme for farmers.
  • More restrictions on the import of rubber
  • Enhanced production incentives for farmers to help them tide over the crisis caused by falling prices.
  • The rubber production incentive scheme with the Centre and State government sharing the burden on a 50:50 basis
  • Ban on the import of cup lump rubber
  • The imposition of safeguard duty
  • To bring more area under rubber cultivation
  • To promote the use of rubber wood and other processed goods and ensure price safety for farmers.
  • Strengthening the Rubber Board.

Tracking groundwater pollutants in real-time

Scientists have developed a low-cost method to monitor groundwater pollutants in real-time, and help reduce potential health risks.

Highlights:

  • The course of action often involves long-term monitoring
  • The methodology allows continuous monitoring in situ using proxy measurements
  • The analysis of the autonomous in situ data can be rapidly analysed remotely using machine learning methods.
  • It can act as an early warning system and sudden changes in contaminant levels can be detected
  • The data from the multiple sensors were then fed into a Kalman filter to estimate contaminant concentrations

Benefits:

  • It promise as a long-term monitoring strategy for rapidly assessing a contaminant plume stability
  • It can reduce the frequency of manual groundwater sampling and lab analysis
  • Reduce the monitoring cost

Kalman filter:

  • It is a mathematical algorithm that can integrate mixed time-series data to make estimates.
  • It is used in various fields, such as traffic prediction and remote sensing

Coral reefs could survive global warming

The scientists have found that coral-algal partnerships have endured numerous climate change events since the age of dinosaurs.

Highlights:

  • The micro-algae, commonly called zooxanthellae, lives inside the cells of corals, allowing them to acquire energy from sunlight to build the massive, economically valuable reef formations upon which countless marine organisms rely for habitat.
  • The the partnership with Symbiodiniaceae was one of the major reasons for the success of modern corals
  • The team used genetic evidence — including DNA sequences, phylogenetic analyses and genome comparisons — to calculate the micro-algae’s approximate age of origin.
  • Some micro-algal symbionts have characteristics that make them more resilient to environmental changes

Symbiotic relationships:

  • A symbiotic relationship means a mutually interdependent relationship.
  • Two different kinds of organisms live together for their mutual benefit

National Rural Health Mission

  • NRHM aims to provide Reproductive, Maternal, Newborn, Child and Health and Adolescent (RMNCH+A) services to the rural deprived people through its network of ASHA, ANMs and AWWs.
  • It focus on providing fully functional, community owned and decentralised health delivery system in rural areas
  • NRHM, also called NRHM-RCH Flexipool is one of the components of NHM and is for all towns and villages below the population of 50,000.  
  • Various initiatives under NRHM

Project Sunrise

  • The project is to tackle the increasing HIV prevalence in the North-Eastern states.
  • It aims to diagnose 90 per cent of such drug addicts with HIV and put them under treatment by 2020.
  • It will cover one lakh people living with HIV/AIDS by giving them treatment and care facilities free of cost
  • It will be implemented in addition to the existing projects of the National AIDS Control Organization (NACO).
  • The project has been sponsored by US based Centre for Disease Control and would be implemented by Family Health International 360.

Operation Muskaan

  • It was launched by the Union Ministry of Home Affairs.
  • The main aim of the programme is to prevent child trafficking and rescue children from persons who try to engage them in begging, sexual trade and other antisocial activities.
  • Under this programme, specially trained police teams would screen all children residing in shelter homes, railway platforms, bus stands, roads and religious places.
